navy has always had options. (my dad went in before my parents married, i spent most my life moving around) but they werent "options" like you would normally think of:

depending on your rate/rank, you get a list. you get to chose 3 places you would like to be stationed off that list, then you are at mercy of the service. so there is a bit of leeway.
