It may turn out to be something in the genetics that created the lovable guy. One of the breeds my stepfather used to breed and sell were Dobermans, a breed that has a genetic trait where the skull becomes fragile as they age. From time to time it will chip internally, near the brain, and put pressure on certain regions of the brain, most often the one that manages impulse control. It has been shown to cause sudden irrational behavior in an otherwise gentle dog.

I'm not sure what breed Guinness is, but all breeds will have some genetic quirk pop up from time to time. If the vet believes that the drugs will work, they should.
Maybe being back with Momma may help, and it might also be that puberty hormones are messing with him.

Everything will work out in the end, and at least you should be able to visit him from time to time, right? As long as you have arrangements made, the military ought to give you the time you need.

*hugs*
